建设自由贸易试验区是国家战略，主要是为“国家试制度、为地方谋发展”，设立自贸区是国家层面的顶层设计。
2016年8月，河南自贸区正式获批，意味着河南将打造直接面向世界的对外开放高端平台，将进一步缩小河南与沿海发达地区体制机制差距，为河南发展提供千载难逢的机遇。河南自贸区主要将落实中央关于加快建设贯通南北、连接东西的现代立体交通体系和现代物流体系的要求，着力建设服务于“一带一路”建设的现代综合交通枢纽。自贸区获批将成为河南第五大国家战略，对于提升河南产业结构升级，对外开放具有重要意义。
The pilot free trade zone is a national top-level strategy aiming at piloting new systems and developing local economy.
In August 2016, the China (Henan) Pilot Free Trade Zone got approval from the State Council, which is a golden opportunity for Henan to build a high-end opening-up platform and enjoy equal favorable policies with coastal regions. The pilot zone will focus on building a modern comprehensive transport hub for the Belt and Road initiative in answer to the central government’s order to establish a modern 3D transport and logistics network which can connect and reach every corner of China. Being the fifth national strategy in Henan, the pilot zone will play a significant part in the upgrading of industries and opening up development.
